I think another important issue is who has the right to determination over Kosovo: Serbia, Kosovo, and/or the EU. My contention is that Serbia does not have the right to determination over Kosovo.
I agree that the issue is the safety of Serbs still living in Kosovo. However, I find it unfortunate that the safety of Albanians in Kosovo was a political question that was not nearly as widely discussed when Kosovo was a firm part of Yugoslavia. Nevertheless, I know that there was more tolerance towards Albanians under Yugoslavia than towards Serbs under the UN mandate. I think Milosovic made the Albanians nervous, however.
